WHO ARE WE

LEGACORP is a consulting company, that provides services, associated with public procurement procedures; EU grant financing; infrastructural projects legal and administrative services; concession of sites falling under the Concessions Act, including: dams, mineral waters, beaches, reservoirs, natural resources, registration and servicing of individual corporate clients: companies and non-profit entities, related with participation in economic life and collections, etc. 

LEGACORP unites experts in various fields: lawyers, economists, financial analysts, accountants, specialists in European funding and hydro-geologists, each of which owns more than 5 years of professional expertise in the field. 

The Company was established on the initiative of Marina Belcheva: Lawyer with more than 12 years of legal experience; graduated the Law Faculty of Sofia University "St. Kliment Ohridski" in 1997, Scholar Student of the International Development Law Organization (IDLO, Rome, Italy, 2006); Barrister at Sofia Bar Association since 2000, member of the National Association "Legal Initiative for Local Government", Member of the Bulgarian IDLO Alumni Association, Board Member of the Bulgarian of Ground Water Association (BGWA), Founder and Managing Partner of Civil Society "EXPERTS ON SOCIAL INITIATIVES" - a network of experts working with public sector; Managing Partner of LEGACORP; trainer in public procurement training program for USAID; External evaluator of project proposals under Operational Programme "Environment 2007 - 2013 г."; external expert in the list of the Public Procurement Agency under Article 19, paragraph 2, section 8 of the PPA.

  • Elaboration of 13 analyses of the legal and factual status of mineral water deposits under  municipal contracts, including: Municipality of Kyustendil, Municipality of Pomorie, Municipality of Mineralni Bani, Municipality of Pernik, Municipality of Djebel, Municipality of Razlog, Municipality of Kirkovo, Municipality of Svishtov, Municipality of Sandanski, Municipality of Maglij, Municipality of Bansko, Municipality of Panagyurishte, Municipality of Nessebar, etc. pursuant to the application of § 133 of the Amendment of the Water Act (published in the Official Gazette No. 61 of 2010), which provides that, under certain circumstances, the Minister of Environment and Water may grant to the municipalities freely the management and the use the mineral waters from deposits for a period of 25 years, in accordance with Annex No 2 to Article 14, item 2 of WA, as they represent state property within the meaning of the State Property Act and the CRB

 

  • Preparation of fee tariffs abstraction from deposits (under § 133, paragraph 7, items 1, letter “c” of TPA to the Amending of WA) according to the requirements of the WA ​​and the Municipal Property Act, located at the territory of Municipality of Kyustendil, Municipality of Pomorie Municipality of Mineralni Bani, Municipality of Pernik, Municipality of Djebel, Municipality of Razlog, Municipality of Kirkovo, Municipality of Svishtov, Municipality of Sandanski, Municipality of Maglij, Municipality of Bansko, Municipality of Panagyurishte, Municipality of Nessebar, under consulting agreements concluded with the municipalities

 

  • Concession for the construction of private municipal property site, with object: Recovery of the water sports base and construction of facilities for recreation, tourism and sports in the land property No 816 006 in the area of the town of Razgrad, property of Municipality of Razgrad, as part of the municipal concept to build a complete shopping and entertainment complex, as well as take care of its management and maintenance after the commissioning

 

  • Preparation of Legal Concession Analysis, under the meaning of CA and RICA, Justification of the concession under Article 21 of the CA, drafting of Concession Agreement and documentation for the open procedure under CA with object "Port Terminal "Vidin-center", a part of a port for public transport of national importance - Vidin" as implementation of contract No D-19/10.04.2013, with Ministry of Transport, Information Technology and Communications.
